VYN is a private registration service, not a DMV office. We are licensed by the California DMV as a registration service (Occupational License #82554) and we do the paperwork for you. Government fees are set by the DMV and are separate from our service fee.

Which vehicles need one

If the DMV cannot match your vehicle to its record on paper alone, it asks someone licensed to go and look at it.

  • Vehicles coming from another state or country
  • Vehicles with a salvage or revived title
  • Specially constructed and kit vehicles
  • Vehicles with a missing, damaged or altered VIN plate
  • Certain commercial vehicles and trailers
  • Any vehicle the DMV has asked you to bring a REG 31 for

What the verifier actually checks

The verifier reads the VIN plate on the dashboard and the federal safety label in the door frame, checks the engine and body numbers where the transaction calls for it, notes the odometer, and looks at the emissions label under the hood.

All of it is compared against the title or out-of-state registration. If something does not match, that is exactly what the verification exists to catch, and we will tell you what it takes to sort it out.

Mobile VIN verification

A VIN verification is a physical inspection, so it has to happen where the vehicle is. When the vehicle cannot be driven — not running, not registered here yet, or waiting on the very paperwork that brought you to us — mobile VIN verification is available for eligible vehicles.

Some vehicles and some circumstances have to be inspected by the CHP or another authorized agency instead. We will tell you which one applies to yours before you arrange anything, so call or text us with the details first.

What is a REG 31?

It is the DMV’s Verification of Vehicle form. A licensed verifier inspects the vehicle, records the VIN and related details on it, and the DMV uses it to confirm the vehicle matches its paperwork.

Do I need to bring the vehicle?

Yes. A VIN verification is a physical inspection, so the verifier has to see the vehicle itself. There is no way to do it from paperwork alone.

Is a VIN verification the same as a smog check?

No. A smog check tests emissions. A VIN verification confirms identity — that the vehicle in front of the verifier is the one on the paperwork. Vehicles coming from another state usually need both.

Can you verify a vehicle that is not registered in California yet?

That is the most common case. Vehicles arriving from another state are not registered here yet, which is exactly why the DMV asks for the verification.

Are you a DMV office?
